I have a question. If these vehicles aren't passing emissions' tests then how are they passing standard vehicle inspections? I'm assuming states have these mandatory tests of vehicles. We have to do this once a year.

Not necessarily for the Ebola virus but for any pandemic; for me, it would probably be a significant rise in cases in urban areas that would strain the medical resources there.
