I would do it anonymously, much as I do it now; think food pantry. However, in a dire emergency this may be off the table as the exposure would be unavoidable. Advising neighbors to pool resources is okay but if you're the only neighbor not contributing then this would lead other neighbors to assume...

The only thing that really came to mind was the assurance that no illegal immigrants could or would be enrolled in Obamacare during the intense debates before the Affordable Care Act was passed. Of course, this changes things.
