Description:

Authorities were investigating a power blackout in parts of southern California, Arizona and Mexico on Thursday that left more than 1 million customers without power and caused widespread traffic jams. San Diego Gas & Electric said all of its 1.4 million customers were without power. The problem appeared to have originated in Arizona, the utility said. "This caused our line from AZ and from the north of our region to both trip off," the utility posted on its Twitter account. "Think of the system as linked by springs, when one part goes out the rest are affected," another Twitter post from the utility said. Power outages in California stretched Thursday from San Clemente to the state's border with Mexico, a San Diego County spokesman told CNN. In Arizona, about 56,000 customers in Yuma lost power, Arizona Power and Supply said. Parts of Mexico's Baja California and Sonora states were also without power, Mexican authorities said. At the San Onofre Nuclear Generating Station near San Clemente, California, units "tripped from grid disturbance" but have offsite power and were in normal shutdown mode, said Eliot Brenner, director of the U.S. Nuclear Regulatory Commission's Office of Public Affairs.

The Civil Protection Department in Baja California said authorities there were working to fix a problem at a hydroelectric plant. Luis Enrique Cordova, emergency director in Sonora state, said power was also out in the city of San Luis Rio Colorado. San Diego County had activated its emergency operations center as officials tried to learn more about the blackout, county spokesman Michael Workman said. The cause of the blackout was unclear. The San Diego utility said greater power usage during hot weather could be responsible. Linzi Berkowitz in Carlsbad, California, said the widespread power outage wreaked havoc during rush hour. "The whole city is a mess and hopefully it doesn't get worse," she told CNN iReport. Power went out about 3:45 p.m. in San Diego, said Joe Pettigrew, who said he was trapped on the 10th floor of an office building. "We don't have air conditioning and the windows don't open," he said, noting that it was about 80 degrees outside. Rebecca Bloomfield of the San Diego airport authority said the airport was letting only inbound flights land. Outbound flights and security screening were halted due to the power outage.

A massive power outage cut electricity to a large swath of Southern California, and parts of Arizona and Mexico, after a high-voltage transmission line "tripped out of service," according to California's grid operator. The power loss was centered in San Diego County and Southern Orange County, but it extended to Arizona and the Mexican state of Baja California, the California Independent System Operator said. The high-voltage transmission line that tripped transports electricity from power plants in Arizona to customers in Southern California. At a televised news conference Thursday, an official with San Diego Gas & Electric said residents in the affected areas could expect to be without power through the rest of the night and into Friday. He urged residents to use their emergency supplies and plans. The official emphasized that it wasn't a terror attack, calling the outage a "system issue." Electric-company employees were working to restore power Thursday. Most of Southern Orange County was without power, causing major traffic congestion as the outage hit at the height of rush hour, leaving major intersections without traffic lights.

The power outage caused the San Onofre nuclear-power plant operated by Edison International's Southern California Edison utility to automatically shut down at about 3:38 p.m. local time, SoCal Edison spokesman Paul Klein said. He said the power plant's two units had enough off-site power to operate the plant's safety systems, but he declined to provide details. SoCal Edison customers in Orange and Riverside Counties were hardest hit by the outage. The utility did not have an estimate for how many customers were without electricity. In a statement on its website, San Diego Gas & Electric that because the outage affects streetlights, residents should "drive safely and treat the street lights as a four-way stop." "It's a mess," said Jim Amormino, a spokesman for the Orange County Sheriff. Mr. Amormino said the county had activated its emergency operations center—control rooms typically activated during earthquakes and fires—to manage the situation. No major incidents, like crimes or deaths, had been reported Thursday afternoon, law-enforcement officials said. But they braced for nightfall. "As night comes, that can lead to a whole other series of issues," Mr. Amormino said. The outage comes as Southern California is experiencing a late-summer heat wave. Temperatures topped 100 degrees in some parts of region Thursday.

The region's major air-traffic-control center for high-altitude traffic, located in San Diego County, switched to backup generator power at about 4 p.m., and it continued normal operations, according to the Federal Aviation Administration. FAA officials were preparing contingency plans to transfer aircraft monitoring to a separate facility in Lancaster, Calif., in northern Los Angeles County, if necessary. In the meantime, residents from the beachside city of San Clemente, in Orange County, to Yuma, 225 miles away, were warned to check on elderly and small children for heat exposure. In Yuma, where temperatures reached 114 degrees Thursday, the Arizona city was planning to set up cooling centers. City officials said the power company, Arizona Public Service, planned to first restore power to critical facilities, like hospitals and cooling centers. "Power has sort of been up-and-down all afternoon," said Dave Nash, spokesman for the City of Yuma. At one point, 56,000 customers in Yuma County were without power he said. He said residents are preparing to be without power through Friday morning.

Alexander said a fluctuation in power caused the reactors to shut down at 3:38 p.m. but that the overall plant continues to have power. He said the system worked as it was supposed to during a loss of power. Across San Diego, businesses are closed, traffic is snarled and the trolley system is down. San Diego International Airport was on backup generators. There were reports that power was also out in southern Orange County, Imperial County, Tijuana, Arizona and Palm Springs. The city of San Diego has set up its emergency operations center. Sheriff's officials told Fox 5 San Diego that many of its substations were without power. Utility officials are trying to figure out what cause the outage.
